The Philippine Ports Authority (PPA), a government instrumentality duly constituted by virtue of PD no. 857 as amended, is 
mandated to formulate and implement, in coordination with the concerned national agencies, the Port Development Plan of the Country, including the supervision, regulation, control, maintenance and operation of all Port districts. In the fulfillment of these functions and duties, PPA may authorize, deputize, contract out, or assign to any appropriate agency or body the actual management and administration of such port services and facilities in accordance with the national government's policy thrust on decentralization to promote more efficiency and effectiveness in the delivery of basic services.
Partido Development Administration (PDA) pursuant to each mandate to prepare, undertake and implement a comprehensive and integrated development plan for the 4 th of Camarines Sur. considers the management and administration of the operation and facilities of the Nato Port as vital component of an integrated development efforts for the District. PDA deems it necessary to exercise overall supervision and administration of the operation of Nato Port, being geographically located in its area of jurisdiction as well as essential to promote trade and commerce in the District.
PPA and PDA agreed to sign a Memorandum of Agreement for a mutual cooperation, collaboration and complementation, on December 13, 2010 at Philippines Ports Authority, Intramuros Manila. The Agreement shall remain effective and in force for a period of fifteen(15) years.
The Ceremonial Signing of MOA held on March 15, 2011 at the Nato Port Office, paved the way of new friendship with other neighboring province, through the effort of Deputy Speaker NoliFuentebella in coordination with the Catanduanes Governor, Hon. Joseph Chua Cua.
Launching of the RORO Project on March 15, 2011, en-route Nato Port to Caramoan and Vice Versa, is a dream came true for the whole Partido, Locals and tourists alike. Full operation of RORO on June 15, 2011, opens an opportunity for everybody to access the world's most famous tourist attraction, CARAMOAN. Likewise constituents from Caramoan are no longer deprived of the basic services due them, safe transportation.
