MEMBERSHIP AND SPECIFIC FUNCTIONS OF THE SEVEN COMMITTEES OF THE PDA BOARD OF DIRECTORS

I. SOCIAL SERVICES

Functions:

• Conduct  studies  and  formulate  programs  and  projects  pertaining  to  the following areas:  education,  health,  nutrition,  housing,  population control, urban poor, child welfare, senior citizens and disabled persons;
• Study  and  review  proposals,  projects  and  programs  pertaining  to  the educational upliftmentwithin the jurisdiction of the Partido Area;
• Determine  existing  problems  in  the  educational  system  in  Partido  and formulating measures to address such problems;
• Study  and  review  proposals,  projects  and  programs  pertaining  to  the improvement of health awareness within the jurisdiction of the Partido Area;
• Formulate measures for  dealing with  health  problems such  as  spread  of communicable diseases, like tuberculosis, german measles, typhoid fever and the like, including the prevention of aids, birds flu and ebola virus;
• Formulate and initiate seminars, lectures and information drives related to general hygiene and sanitation, and solid waste collection and disposal;
• Establish linkages with all local and national government agencies concerned;
• Perform such other functions as the PDA Board may adopt.

II. INTERNAL AFFAIRS

Functions:

• Study and review Annual Budget proposals for submission to the PDA Board of Directors for approval;
• Study and recommend policies and procedures for the proper, judicious and effective implementation of appropriation measures and/or PDA funds;
• Grant authorization and release pertaining to pecuniary matters;
• Study, review and recommend management program on financial investment of PDA funds;
• Establish and  implement policies and  procedures on  internal control and proper record keeping;
• Responsible for the fiscal administration and policy;
• Prepare long-term development programs, including fiscal and administrative measures necessary for the achievement of PDA goals;
• Perform such other functions as the PDA Board may adopt. Composition:

III. COMMERCE

Functions:

• Conduct  research  and  development  programs  that  would  determine  the feasibility of establishing industrial complexes within the Partido Area;
• Conduct  studies  and  recommends  businesses  or  industries  that  would enhance the growth and development of Partido as an Industrial and trade Center;
• Appraise and publish opportunities for the establishment of new industries and investments;
• Study,  recommend  and  initiate  trade  fairs  and  commercial  displays  to improve   commercial   and   trade   communication   between   Partido   and Industrial and trade entities;
• Establish linkages with local or national government agencies concerned;
• Perform such other functions as the PDA Board may adopt.

IV. ENVIRONMENT

Functions:

• Establish  beautification  and  cleanliness  programs  and  activities  geared towards the improvement of the ecological balance of the Partido Area;
• Establish   Ecological   Waste   Management   Program   on   the   generation, collection and disposal of solid and liquid wastes;
• Study and recommend plans and projects pertaining to waste treatment, sanitary landfill and  such  other proposals that  will  preserve, protect  and enhance the environment;
• Coordinate and link up with the DENR and other government agencies, the civil society and various sectors and institutions/organizations concerned, for the beautification and cleanliness programs and environmental activities;
• Formulate  measures  that  will  explore  and  promote  renewable  energy sources, and energy conservation;
• Perform such other functions as the PDA Board may adopt.

V. INFRASTRUCTURE

Functions:

• Prepare  and  recommended  measures  to  update  National  Building  and Construction Code and the Fire Code;
• Study  and  review  proposed  building and  construction  projects  to  ensure conformity with the Building and Construction Code;
• Coordinate  with  the  Office  of  the  DPWH,  District  Engineer  and  other committees affected by such activities aforementioned;
• Perform such other functions as the PDA Board may adopt.

VI. AGRICULTURE AND FISHERIES

Functions:

• Study and recommend the creation of research and development programs that would enhance Agri-Business potentials;
• Study and recommend Agri-Business ventures wherein the PDA may invest in;
• Coordinate  with  the  Department  of  Agriculture  in  connection  with  the development of agricultural projects;
• Perform such other functions as the PDA Board may adopt. Composition:

VII. TOURISM

Functions:

• Develop  programs  and  projects  that  will  encourage  the  development  of Partido’s natural resources, such as  beaches, waterfalls, springs, etc.  into tourist attractions;
• Establish linkages with international, national and local government agencies concerned to help facilitate the above-mentioned programs and projects;
• Establish linkages with non-governmental and socio-civic organizations;
• Coordinate with the Environment Committeethe implementation of rules and regulations to maintain cleanliness of tourist attractions within the Partido Area;
• Perform such other functions as the PDA Board may adopt.
